[Registry-dev] Why v=2?

Hi Paul,

Registry creates a collection named "system" at the startup to store the 
data required by the registry (e.g. queries).
Only the admin users and the system user have permissions (including the 
"read" permission) to this collection.

As this collection is created at startup, version of root (/) will be 2 
after creating it. Earlier "/system" collection is created,
when a query is executed for the first time. But now it is created at 
startup and the permissions are blocked
from all normal users.
