[Registry-dev] Dependency view

How about we write a URL handler for a resource that traces forward and 
backwards dependencies and builds a simple HTML page?

I imagine this should take about half a day, so if there's anyone out 
there looking for their first contribution to the Registry this would be 
a good one.
