Errors Encountered After Deleting a Resource and Adding the Same Resource to the Same Location in the Registry

Steps to Reproduce:
1. Add a resource (r1) 
2. Add tags and comments to the newly added resource.
3. Delete the resource (r1)
4. Add a the same resource again (r2). ( This is not re-storing but adding the same resource as the previous name, from the same location and to the same location)

Comments and tags added to r1 still displays for r2.
