[Registry-dev] Initial plan for 0.1 release

Only problem with adopting 1.5 is that it means if Synapse/Axis2 are to
use this then they will also only run on 1.5 :(.
So unfortunately the decision is tied to whether Axis2/Synapse (and hence
WSAS/ESB) will continue to support 1.4 or not.
