I implemented this as follows. Please re-open if this can be improved.

 1. Checking whether the user is signing in from the local machine and if so, provide an additional checkbox allowing the user to remember his login for a longer durartion. This is currently hard coded for 2 years.

 2. If the server is configured to remember the user login for more than 2 years via server.xml for all users, refrain from giving the option above since it is not necessary.
