Posted a forum thread that describes how to copy the data from an older installation to a newer one (http://wso2.org/forum/thread/3241). This process produces a warning on first startup, but preserves user information, mashups, comments, tags and ratings.

Will add to formal documentation once it's been tested in more diverse configurations and close JIRA.
