Did try googling for this and it looks like its an issue in the way wordpad acts on files.

Here is what http://en.wikipedia.org/wiki/Notepad says "For many uses, Notepad has been superseded by WordPad or any word processor, such as Microsoft Word. However, Notepad does not require a lock on the file it opens, so it can open files already opened by other processes, users or computers, whereas WordPad cannot."

So its clearly something thats out of our control. Axis2 does check the scripts folder regurlarly to detect weather it needs to update any files (As we have turned hotupdate on). And if you try to save a file at such a moment it will complain.
