I dont see any problem with two services sharing the same targetNamespace or schemaTargetNamespace. We dispatch to the service based on the request URL and then we try to find the operation. The schemaTargetNamespace comes into play when trying to find the operation (using body based dispatching). So I dont see any issue with two services having the same namespace.
