What is the purpose of having 'Enable Security' option in the left pane of index.html?

'Enable Security' link is placed at the left pane of index.html. Do we have something like allowing users to enable security global level?  In the story boards there is no such link in the index.html page. 
Also, in the current build I couldn't find an option to enable security for an individual service.
