Security configuration UIs seem to be incomplete and not functioning

Security config UI is not in a testable state. They are incomplete and returns empty pages as you can see in the attached screen shots.

For example; 
1. Select 'Enable Security' in the left panel
2. Click on Integrity link
3. Empty page appears with 'Enable Security > Username Token' breadcrumb. (See the attached screen shot1)
