Problem in configuring URL based repository in WSO2 WSAS 3.1.0

Hi, I am trying to setup WSAS clustering with URL based Repository feature. In one machine(192.168.1.12) i have installed one instance of WSAS on Tomcat 6.0.18. I have changed the value of RepositoryLocation tag with http://192.168.1.200/repository in $CARBON_HOME/conf/carbon.xml file in order to use the url based repository feature.http://192.168.1.200/repository is accessible via browser. Now i have enabled clustering in $CARBON_HOME/conf/axis2.xml file. i have copied demo.aar file in http://192.168.1.200/repository/services/ and also updated the services.list file. But when I restart WSAS I don't find the demo service. Probably WSAS taking the repository from $CARBON_HOME as it is indicating in log and in home page of Mngmt console. am i missing any step or is it a bug ?
