Add BPS to Carbon Framework

I have downloaded the base carbon framework and attempting to add BPS to it and I cannot figure out how. I have successfully added WSAS, ESB, and Governance Registry functionality by starting the OSGI console, setting the repository to be http://dist.wso2.org/p2/carbon/releases/2.0.2, and using the provinstall command. However, the bpel feature is not in the list of available features displayed using the provlg command. How can I add BPS?
