Problems with Discovery

On some RPs there seems to be a problem using the OpenIDs from wso2. In particular, most of the sites where there is a problem claim they cannot find an OpenID endpoint. There are plenty of pages which do work, there just is also a lot which do not. Using the Open ID Discovery tool bundled with the PHP OpenID library from OpenID enabled, it claims that no OpenID services are discovered. Why would this be?
