Consume files or messages if webservice is active

I can do a configuration that consume files (soap) of FTP or a JMS server if the webservice X is active ,and no consume files of FTP or a JMS server if the webservice X is inactive?

In the examples if the webservice is inactive the esb consume the files or messages and trought error.
