WSAS runtime is not available in the 'New Server Runtime'

WSAS runtime is not available in 'New Server Runtime' window, hence wsas runtime cannot be selected.
Steps to reproduce:

1. Install WTP
2. Copy wsas plugins to wtp/plugins directory
3. Start Eclipse and set wsas preferences
4. Start WSAS
5. Access admin console through eclipse IDE
6. Start to create a new dynamic web project.
7. Select new target run time. New Server Run Time screen appears. WSAS is not listed there.

As mentioned in the demo, its not the server runtime that we select on creating the dynamic web project its the web service runtime facet on the next page, After that we select the web service runtime in the wizards. We are not listing WSAS as a server runtime, we list it as web service runtime.

Resolution: Won't Fix
fixing the issue, it was not designed to add the wsas as a server runtime. we added it as a web services runtime that dynamic web projects can interact with it.
