[commons-dev] There's no bin directory is creating in side axis2c folder

I am trying to install axis2c in Fedora and i used all the installation guide.
Axis2C is intalled in to /usr/local/axis2c/ folder but it doesn't create a /bin folder inside axis2c folder.
I tried to use --prefix option to install in to desired location with given bindir and libdir parameters but bin is still doesn't creating.
Without a bin folder i can't build samples to test the installation.

If there's any solution please write.
