Storing XSLTs in the Governance Registry - French Characters

I've bundled all my XSLT registry resources in a .car file. When I 'Add Application' (.car file) in the 4.0.0 Governance registry, all my French characters change to '??' instead of é for instance. The only way I can keep the character encoding intact is if I manually upload each XSLT to the Governance Registry. I'm using MySQL for my registry database and I've set the character set encoding to UTF-8. Any ideas?
