Reliable Messaging in Proxy Service

We have a requirement to push messages reliably to Devices or 3rd party system through ESB proxy service using protocols (UDP or HTTP). If other system (Device or 3rd party) is down, we need to try and push the message again and again (Using Retry Mechanism) for a configurable duration. The 3rd party system or Device may not support WS-RM. In such a case do we have a way to push the message reliably?
